Skills development is therefore a key process behind success. A seamless learning environment allows for timely and agile skills development.  <br\/><\/p>\n\n<p><\/p><p>A flexible and needs-driven process of competence development works effectively through a learning environment. Timely acquisition of skills, quality content, different learning methods and opportunities are needed. Three key themes emerge from this framework:  <br\/><br\/><\/p>\n\n<ul><li>Ensure competence: the right skills at the right time<\/li><li>Own and partner content to ensure competence<\/li><li>Seamless processes for a competent organisation<\/li><\/ul>\n\n<p><\/p><p>Effective staff development starts with the organisation&#8217;s strategy. An analysis of the current situation supports the development of a learning and competence pathway that can take into account the needs of different learners and continuous learning.
